About the Telecommunication Carriers' Forum

The Telecommunication Carriers' Forum (TCF) is a collective of telecommunication companies that operate in New Zealand.

The Forum developed the Customer Complaints Code and the Terms of Reference that are the basis of the TDR Scheme, and set up the TDR service as an independent body for the prompt, unbiased resolution of disputes. The service starting operating on November 30, 2007. It reports to a governing council, which has fifty percent consumer representation. The Council’s role is to provide independence and ensure industry and public confidence in the service.

The purpose of the TCF is to actively foster cooperation among the telecommunications industry to enable the efficient provision of regulated and non-regulated telecommunications services.

In consultation with our working parties, the Telecommunications Carriers’ Forum prepares telecommunications access codes for approval by the Commerce Commission, in accordance with the Telecommunications Act 2001. We also prepare other telecommunications codes, and facilitate dialogue on industry issues of common interest. You can find details about our work in the TCF Topics.
